Overview

Kazakhstan is a Central Asian country whose higher-education system includes state universities, autonomous research universities such as Nazarbayev University, and private institutions. International degree students are usually admitted on a fee-paying basis after an interview or placement test instead of the Unified National Testing (UNT), as Satbayev University states for foreign applicants. Instruction is mostly in Russian and Kazakh, but a growing number of institutions (NU, KIMEP, KBTU, SDU, Astana IT University, MNU) teach in English.

The state-funded route for foreigners is the Scholarship Program for International Students: in the 2026 round 490 bachelor's, 50 master's and 10 doctoral places were offered, and in 2024 there were 11,293 applications from 83 countries for 550 places. The scholarship covers tuition and a monthly allowance; travel, housing, visa and medical insurance are not covered. Tuition for self-funded students varies widely by institution: for example NU quotes USD 15,000 per year for undergraduate study, KIMEP charges 163,230 KZT per credit in 2026-27, and Astana IT University lists 2,500,000 KZT for its bachelor's degree.

Non-visa-exempt students usually enter on a C9 study visa that the university requests via the migration police; KBTU states the consular visa fee is USD 200 for an annual multiple-entry visa and that citizens of CIS/EAEU countries may enter without a visa but must obtain a temporary residence permit if staying more than 30 days. Students must also complete recognition (nostrification) of foreign education documents in the first semester and provide medical certificates, including HIV testing.

This dataset could not verify, from official sources, the part-time work rules for international students, the post-study stay options, or current 2027-cycle deadlines, because the government portals that publish them (gov.kz, egov.kz, adilet.zan.kz, studyin.kz) were not readable during the research session. These fields are left null and should be confirmed with the university international office or the Migration Service before use.

Public university tuition

NU guarantees accommodation to international students (about USD 55 per month dorm plus dining). KIMEP dormitory 108,050 KZT per bed per month with a 71,180 KZT deposit. KBTU runs the JASTAR CITY dormitory (applications from 1-6 July). The national scholarship does not cover housing.

Visa and residence permit

Official texts read on adilet.zan.kz: study (C9) visa is issued on the request of an education authority or a Kazakh-registered educational institution; single entry up to 90 days, multiple entry up to 1 year, extendable up to 1 year. Foreign missions and the Ministry of Internal Affairs issue C9 on the basis of an invitation; the Rules also list C9 among categories issued at international airports. Enrolled full-time students additionally receive a temporary residence permit applied for by the educational organisation (1 year, not longer than the study period). From 1 Nov 2026 an electronic entry permit is being phased in for visa-free nationalities (mandatory from 1 Jul 2027); holders of a temporary residence permit are exempt.

Application steps

  1. Admission and enrolment order from the university.
  2. University requests the invitation letter from the migration police (KBTU: Almaty Migration Police, 7 working days; state fee 2,166 KZT in 2025; Satbayev: up to 14 days).
  3. Applicant submits invitation, passport (valid 6+ months beyond the visa, 2 blank pages), form, photo and fee at the Kazakh embassy/consulate (KBTU: about 5 business days).
  4. On arrival notify the university's international office so migration registration is made within the legal period (university pages state 2-3 days).
  5. Extend the visa each year (KBTU: submit documents 30 working days, no later than 10 working days, before expiry; state fee 119,460 KZT for a multiple-entry visa).
  6. CIS students staying over 30 days obtain a temporary residence permit (KBTU) within 30 days of arrival.

Nationality-specific notes: general: The official list of visa-free countries and per-country stay lengths could not be read from gov.kz/MFA (gov.kz pages stay on 'Loading' and its content API returns 'notAllowed'; no protection was bypassed).
