Study in Türkiye: costs, visa, scholarships and universities

Costs, visa process, work rights, scholarships and university options for studying in Türkiye.

Overview

Türkiye admits international degree students through YÖK-approved foreign-student quotas set separately for each programme. Applicants must be in their final year of high school or already graduated and must not have studied in Türkiye's own high-school system. Universities choose how to evaluate applicants: the ÖSYM TR-YÖS exam (held twice yearly, in April and October in 2026), international tests such as SAT or IB, national exams (for example Azerbaijani, Kazakh, Russian and Ukrainian exam scores at METU), or school-certificate averages. Each university publishes its own deadlines and fees; in 2026 these ran from about April to August for the fall intake.

Costs differ sharply by sector. State universities charge foreigners annual tuition under limits fixed by Presidential Decision No. 11625 for 2026-27; published examples range from roughly 3,000 to 12,000 USD per year at Hacettepe, about 94,500 TL for most engineering faculties at ITU and 1,200 USD per semester for engineering at METU. Foundation universities set their own fees in USD, for example 18,400 USD per year at Bilkent for 2026 entrants and 36,500 USD listed by Sabancı. Living costs are not published by any single official source; METU estimates 12,000 to 40,000+ TL per month in Ankara depending on housing and lifestyle, and the Study in Türkiye cost page still shows outdated 2020 prices.

Citizens of Azerbaijan, Kazakhstan, Ukraine and Russia can enter visa-free for limited periods according to the Ministry of Foreign Affairs (90 days for the first three, 60 days for Russians on tourist or business trips). Students are expected to register at the university and then obtain a student residence permit through e-ikamet, with the university forwarding documents to the Migration Directorate; the application must start within the permitted stay. Valid health insurance is required, either state General Health Insurance or an approved private policy. Associate and bachelor students may apply for a work permit after the first year; graduate students are not subject to that limit.

Funding options include the Türkiye Scholarships (application window 10 January to 20 February; monthly stipends of 6,500 TL for bachelor, 9,500 TL for master's and 13,000 TL for PhD students, with tuition, housing, insurance and a Turkish course), the YTB-IsDB joint programme, the Azerbaijan state scholarship at selected universities, and university waivers at institutions such as Sabancı and Koç. Foreign diplomas used in Türkiye go through YÖK recognition and equivalence (2026 fee 1,250 TL), and high-school diplomas need an equivalency certificate at registration. Many 2027 application dates have not yet been published as of October 2026.

Public university tuition
State universities charge foreign (international-quota) students an annual tuition. By YÖK principles the minimum and maximum are set by Presidential Decision for state universities with no exceptions; the 2026-2027 Decision is No. 11625 (Official Gazette 15 Aug 2026, no. 33341), which also grants at least 25% sibling discount where the student and family hold Turkish residence permits and several siblings attend state universities. The decision text itself was not retrieved, so no official min/max table is quoted. Published 2026-27 figures from individual state universities: Hacettepe 3,000 USD (vocational school) to 12,000 USD (Medicine) per year, Engineering/Computer Sciences 7,500 USD (357,050 TL at 47.6065 TL/USD); Istanbul University 71,415 TL (vocational) to 476,100 TL (Medicine) per year, Computer & Information Technologies 166,635 TL, Economics 119,025 TL; ITU 94,500 TL per year for most engineering faculties (entrants 2023-2026), 79,000 TL for Science & Letters; METU 1,200 USD per semester (Engineering/Architecture) and 800 USD (Economics & Administrative Sciences/Education); Boğaziçi (state) 5,000 USD per semester Engineering/Economics, 4,000 USD Humanities/Science/Law/Education. Fees are paid each semester at registration.

Monthly living cost
No nationwide official current figure was found. The Study in Türkiye 'Life Expenses' page is outdated (uses 2020-era prices: housing 215-2,500 TL/month) and is NOT used. The most recent official university estimate is METU's cost-of-living page (last updated 22 Jun 2026, Ankara): campus dormitory + economical lifestyle 12,000-18,000 TRY/month; shared apartment + moderate lifestyle 20,000-35,000 TRY; living alone or more comfortable 40,000+ TRY; non-housing basics about 8,000-15,000 TRY/month. Housing price points from the same page: on-campus public/university dorm 4,000-20,000 TRY/month, private student dorm in Ankara 12,000-60,000, three-person rental flat near the university 35,000-60,000; student monthly transit pass 400-600 TRY. Istanbul data point: Sabancı dormitory 229,650-380,950 TL per undergraduate academic year (Fall 2026-27 tariff). Istanbul and İzmir city-wide cost estimates from an official source: null.

Work rights
Enrolled full-time international students may work only with a work permit. Associate/bachelor (örgün) students can apply for a work permit after completing the first year of study and may work part-time under Labour Law 4857; master's/PhD students enrolled in full-time programmes are not subject to these limits. A work permit does not end the student residence permit. Graduates of Turkish higher-education programmes can apply within one year of graduation under procedures set by the General Directorate. The Migration Directorate brochure repeats the first-year rule (associate/bachelor after the first year; graduate with no time limit). Weekly-hour cap: null - the 2022 Regulation text retrieved says 'part-time' without a number and secondary sources disagree.

Intakes and deadlines
Fall (September/October) is the verified main intake: university calendars show registration in August-September and classes from mid-September to early October (Ege fall semester 14 Sep 2026; Koç classes 5 Oct 2026). Applications for the 2027-28 fall intake are expected to open in late 2026-spring 2027 but no university has published 2027 dates as of 23 Oct 2026. A spring intake for new degree students was not verified at any university (Boğaziçi only allows a Spring start for students who certify English by the end of Fall). TR-YÖS: two sessions per year (spring session in April, autumn session in October in 2026).

Language requirement
Medium of instruction is set per programme: English (e.g., Boğaziçi, METU, Sabancı, Koç, Bilkent, selected programmes at ITU, Hacettepe, Ege, Istanbul University), Turkish, or a mixed '30% English' model. Admitted students without proof of English proficiency attend a one-year compulsory English preparatory programme (METU, ITU, Hacettepe, Ege, Sabancı 'Foundation Development Year'). Programmes taught in Turkish require Turkish: universities send foreign students to their TÖMER/Turkish preparatory class (e.g., Hacettepe TRK 110 preparatory class for Turkish programmes) and the Migration Directorate grants student residence until the next academic term for students referred to TÖMER. Level-specific rules: Boğaziçi requires B2 Turkish (state-university TÖMER or Yunus Emre Institute) only for Law and Turkish Language & Literature; ITU requires a C1 Turkish certificate within one year for 30%-English programmes (only ITU TÖMER or Yunus Emre Institute certificates valid since 2023-24); Türkiye Scholarships awardees without C1 attend a one-year Turkish course and must reach C1. English thresholds (all 2026): Boğaziçi IELTS Academic 6.5 overall with Writing 6.5, TOEFL iBT on the new 1-6 scale overall 4.5 with 4.5 in each section (criteria effective 12 Jun 2026); Koç TOEFL iBT 4.5/6 (exams from 21 Jan 2026; before that 80 total/20 Writing), CAE C, CPE C, PTE Academic 67, IELTS NOT accepted; Sabancı PTE 71 (67 per part), TOEFL iBT 85, CAE/CPE C, YDS 90, own ELAE 70; METU accepts TOEFL, PTE Academic or own exam (IELTS taken from 24 Dec 2022 no longer accepted); ITU accepts own proficiency exam, TOEFL iBT, PTE, OTE, e-Tep (state-university test centres required for TOEFL/PTE/OTE).

Private university tuition
Foundation (private) universities set international tuition through their own boards (YÖK principle 7), normally in USD. 2026-27 / latest published: Bilkent 18,400 USD per year for students admitted in 2026 (16,300-17,600 USD for earlier cohorts; 10% VAT included); Sabancı 36,500 USD annual tuition listed for 2026-27 (the same page also shows a 'Non Scholarship: 24,500 USD per year for newly registering international students' line - the two figures are not reconciled on the page); Koç 38,000 USD per year (2025/26 list; Medicine 59,000 USD; 2026/27 table not retrieved). Merit scholarships (waivers) are offered by Sabancı (25-75%) and Koç (full or partial).

Visa and residence permit

Per the Ministry of Foreign Affairs, e-Visa is valid only for tourism/commerce; study visas ('education visa') are issued by Turkish embassies/consulates after a pre-application at visa.gov.tr and an in-person visit; apply at least one month before travel; missions issue visas of at most 90 days, after which a residence permit is needed. Higher-education students (associate, bachelor, master, PhD) arriving with a visa or with visa exemption can apply for a student residence permit at the Provincial Migration Directorate without a 'study-endorsed' visa; students from visa-required countries must apply after entry. MFA visa-exemption lines: Azerbaijan and Kazakhstan - ordinary passports exempt up to 90 days in any 180; Ukraine - ordinary passports exempt up to 90 days; Russia - ordinary passports exempt for tourist and business travel up to 60 days. A first residence application must be filed while still within the visa or visa-exempt period (Migration Directorate brochure). METU advises under-18 applicants to obtain a student visa first to avoid extra guardian paperwork. Health insurance valid for the stay is required for visa applicants.

Health insurance
Valid health insurance is a condition for the student residence permit and for visa applications. Options: (1) General Health Insurance (GSS) at SGK - apply within 3 months of first university registration (documents: passport, residence card if any, student certificate with foreigner ID number; METU: apply at the Çankaya SGK office); METU states the student GSS premium is about 1,300 TL per month in 2026 and that cover starts after the first 30 days; its cost table lists GSS 15,000-20,000 TL per year; (2) a private policy that includes the Circular 2024/34 (25/12/2024) minimum-coverage statement - METU lists private cover at 5,000-40,000 TL per year; (3) bilateral social-security cover document; (4) SGK provision document. If no GSS application is made within 3 months of first registration a private policy is required (Migration Directorate brochure). The Study in Türkiye page figures (GSS 1,059 TL/year 'as of 2020', private 300-500 TL) are outdated.
