Can I pay from outside Russia?

The UK government says Visa and Mastercard do not operate in Russia and transfers into Russia are limited. UrFU says Western Union does not work. Ask the university how it accepts tuition from your country.

Overview

The official Study in Russia portal advertises 741 universities in 82 regions that accept international students. Fee-paying study is open to foreign citizens, and a federal quota funds study for foreign candidates (Government Decree No. 891 of 8 October 2013 per a university page). The quota covers tuition, a dormitory place and a monthly stipend, while travel and health insurance are paid by the student. A separate online competition, Open Doors, offers quota places to winners.

Most degree programmes are taught in Russian, so many applicants first take a preparatory year. English-taught programmes exist mainly at master's level; annual fees for English master's programmes on university pages in 2026-27 ranged from about 314,000 RUB to 710,000 RUB, with medicine higher. Citizens of CIS states, including Azerbaijan and Kazakhstan, are listed in a separate, lower fee column at some universities.

A study visa needs an invitation issued through the Foreign Ministry (quota students) or by the university (self-funded), and a medical certificate that includes HIV status for stays over 90 days. Full-time students at state-accredited programmes may work without a permit during free time under Federal Law 115-FZ, and since 2023 a study-based temporary residence permit (RVPO) has been available to full-time students.

Official travel advice should be read before deciding. The UK government has advised against all travel to Russia (updated 18 September 2026) and warns that Visa and Mastercard cards issued abroad do not work there, that transfers into Russia are limited, and that drone activity can close airports at short notice. Ukraine's foreign ministry recommended in February 2022 that its citizens avoid travel to Russia (per a search summary of its statement). Applicants should check their own government's current advice, banking and sanctions rules and consular support before applying.

Visa and residence permit

Foreign students need a passport and a study visa unless their nationality is visa-free (portal list: Belarus, Armenia, Abkhazia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Ukraine, Uzbekistan, South Ossetia), but the visa-free stay is only 1-3 months, so the portal recommends a student visa even for them. The invitation is issued by the Russian Foreign Ministry for quota students and by the university for self-funded students and is valid 3 months. Since 1 Jan 2023 full-time students can apply for a study residence permit (RVPO), valid for the study period plus 180 days.

Application steps

Choose a programme and apply (quota route: portal account and in-country selection; self-funded route: university application via Gosuslugi/portal).
Sign the study contract and pay as required; the university arranges the visa invitation (the Foreign Ministry for quota students).
Apply for the visa at the Russian embassy/consulate or visa centre with the invitation; start about 45 days before travel (portal); processing 2-3 weeks (portal).
On arrival: migration registration through the university within a week, mandatory voluntary health insurance, fingerprinting and medical examination within 90 days for stays over 90 days (KFU), then the RVPO (UrFU).
