Studying in Ukraine: wartime safety and official advisories guide

Ukraine is under martial law. This guide neither promotes nor discourages the country; it neutrally reports official travel advice, the application route, fees and the areas we could not verify. Read current official advice before deciding.

Security situation first

  • Martial law is in force throughout Ukraine (UK FCDO). The UK government advises against all travel to most regions and against all but essential travel to western regions. The US advisory is Level 4 (via a search summary; the page returned 403, so not directly verified).
  • FCDO advises against all travel to Crimea, eastern Ukraine and Russian-controlled territory, and within 50 km of the Belarus border in Volyn, Rivne and Zhytomyr; against all but essential travel to Zakarpattia, Ivano-Frankivsk, Ternopil, Chernivtsi, Lviv, Volyn, Rivne and Zhytomyr. City-level status for Kyiv, Kharkiv, Odesa and Dnipro is not stated plainly; check the current advice.
  • Power cuts can disable ATMs and card terminals; street crime and card cloning are reported; unexploded ordnance is a risk, especially in the south and east.
  • Emergency numbers: police 102, unexploded weapons 101.
  • Sources: gov.uk/foreign-travel-advice/ukraine and travel.state.gov. Advisories change often.

Application route

  • Admission for foreigners runs through a single electronic system: apply.studyinukraine.gov.ua. Create an account, upload passport, legalised education document and photo, and pay UAH 3,100.
  • Once you accept the university offer you download the electronic invitation; nationals who need a visa apply for a D-13 student visa at a Ukrainian consulate. Visa-free nationals must still obtain a temporary residence permit for stays over 90 days (State Migration Service).
  • After arrival the permit is filed through the university international office: notarised passport translation, health insurance, enrolment proof, lease or dormitory certificate.
  • Health insurance must cover the full permit validity and meet MES Order No. 562; prices were not verified.
  • Main intake is 1 September; 2026 campaign windows close, for example, on 21 October (KNU), 23 October (Odesa) and 31 October 2026 (Bogomolets). Windows change yearly.

Fees and living

  • There is no national fee schedule; each state university sets fees. Verified examples (USD per year): Kyiv Polytechnic bachelor's 2,000-3,000, master's 2,000-3,700; Lviv Polytechnic English track 2,000 (bachelor's) and 2,300 (master's); Bogomolets English medicine 3,500-4,700, dentistry 3,600-4,975; Vinnytsia English medicine 3,000. Fees are charged in UAH at the NBU rate.
  • Living: no official national estimate was verified. The Kyiv Polytechnic dormitory for foreign students costs UAH 1,716-8,102 per month depending on room type.
  • Private universities were not researched in this run.

Work, scholarships and post-study

  • No official source reached states whether holders of a study-based residence permit may work, so work rights are "not yet verified". Do not plan on working.
  • Post-study stay data was not verified; confirm on an official page.
  • The state scholarship runs by nomination through partner countries and cannot be applied for individually; whether Turkey is on the list was not verified. University scholarships and Erasmus+ were not verified.

University continuity measures

  • KPI: hybrid learning format advertised for IT programmes.
  • Bogomolets: says it adapted to distance and mixed formats and has an air-raid-alert procedure page.
  • Odesa supports remote admission; Kharkiv Polytechnic offers remote admission and distance learning for foreign students.
  • Karazin's School of Medicine moved practical training outside Ukraine in 2022 (an older notice); confirm the current teaching format with the university.

Pre-decision checklist

  • Have I read current FCDO and US advisories and my own country's foreign-ministry advice?
  • Have I talked with my family and assessed personal risk?
  • Do I have the university's current teaching format (in-person, hybrid, remote) and air-raid procedure in writing?
  • Does my travel and emergency insurance cover this area? Did I ask the insurer?
  • Have I confirmed degree recognition and work rights from official sources?
