Visa and residence permit

Oman issues a student visa to a licensed educational or training institution that takes responsibility for the foreign student; the student does not apply alone. gov.om lists the service with a fixed cost of OMR 30 and conditions: passport valid at least 6 months and application submitted by an educational institution. The Royal Oman Police page adds that the visa is multi-entry, allows a stay of 1-2 years from entry, is renewable for a similar period on an institution letter, must be used within 6 months of issue, and requires a medical certificate for applicants from India, Pakistan, Bangladesh, Philippines, Indonesia, Sri Lanka, Egypt, Sudan, Ethiopia, Syria and Nepal. A search summary of the Study in Oman portal says the institution must first complete admission and proof of registration, the visa is issued by ROP's General Directorate of Residency and Passports within about 10 days, students abroad need a passport valid 12 months (conflicts with the 6 months on gov.om/ROP) and receive the visa by email to show at the airport, and students already in Oman use a sponsorship transfer. Certificates from abroad generally must be attested and given a Ministry equivalency letter (Middle East College describes the steps).

Application steps

  1. Obtain admission and proof of registration at an Omani institution licensed by the Ministry of Higher Education, Research and Innovation.
  2. Attest the high-school certificate (home-country MFA and Omani embassy) and obtain the Ministry equivalency letter if the institution requires it (Middle East College process).
  3. The institution submits the student-visa application to the Royal Oman Police (service on gov.om) with passport copy, photo and request letter; fee OMR 30.
  4. Receive the visa (search summary: by email, about 10 days) and travel within 6 months of issue.
  5. After arrival the institution helps with residence card, medical/insurance and university ID; the card is collected from ROP's General Directorate of Residency and Passports.

OMR 30 fixed cost for issuing a student visa (gov.om, updated 5 August 2025). The ROP page lists 'Thirty (30)' without currency. Sohar University notes student immigration and visa costs are not included in tuition. Middle East College's cost guide lists advance tuition, caution deposit, visa fee, resident ID fee and registration fee lines with amounts not extracted (displayed as 0).Source
