Libya issues four visa types (visit, official, student, work) and ordinary-passport holders need a visa; applications need an invitation letter approved by Libya's Migration Authority (Turkiye MFA page, undated). Germany: visa from the Libyan mission responsible for the place of residence; German missions cannot help; passport valid 6 months. Canada: student visas required, issued only to residents of the country where applied, about 20 working days, submitted in person. Every Western government source consulted advises against all travel to Libya or all but essential travel to a few cities; this record is informational and is not a recommendation to travel or apply.

(3) EU: UN-implementing and autonomous measures (arms export ban, asset freezes, vessel/port restrictions); 2026 Council drafts align the regime with resolution 2819, adoption not confirmed. (4) Payments: no official page found on international bank transfers to Libyan universities or on Libyan banking restrictions for foreign students; Libyan central-bank arrangements and correspondent-bank policies were not retrieved.
