Finland's universities and universities of applied sciences teach many English-language degree programmes, mostly at master's level. Since 1 August 2026 tuition fees for non-EU/EEA students in English-taught bachelor's and master's programmes are a statutory obligation for universities, and current fees at the institutions checked range roughly from 8,500 to 20,000 EUR per academic year, with Uniarts Helsinki at 28,000 EUR.
Applications for English-taught programmes go through the national Studyinfo joint application; the 2027 window for autumn entry is 7-21 January 2027, with results by 6 July and acceptance by 13 July. Some universities run their own windows (Tampere 14 Dec 2026-7 Jan 2027, Aalto master's 7 Dec 2026-5 Jan 2027, Helsinki 5-19 Jan 2027, LUT 1 Oct 2026-31 Mar 2027).
Non-EU/EEA students need a residence permit for studies, applied for through Enter Finland with an embassy identification visit. Applicants must show 800 EUR per month (9,600 EUR in the bank for studies of a year or more), private health insurance, and proof of tuition payment or exemption. Students may work an average of 30 hours per week and can apply for a two-year permit to look for work after graduating.
Studyinfinland.fi states there are no governmental scholarship programmes for bachelor's and master's students; waivers come from universities and are mostly partial, with several (Turku, Jyväskylä, Oulu, Tampere) offering no first-year scholarships for fee-liable students.
