The invitation is issued by the Russian Foreign Ministry for quota students and by the university for self-funded students and is valid 3 months. Since 1 Jan 2023 full-time students can apply for a study residence permit (RVPO), valid for the study period plus 180 days.
**Visa processing time**
Visa processing 2-3 weeks; start 45 days before arrival.Source
**Proof of funds**
The portal's visa document list (passport, application form, invitation, 3.5x4.5 photo, health insurance for visas up to 90 days, HIV-negative certificate for visas over 90 days, parental consent for minors) contains no proof-of-funds requirement. Consular requirements for a specific country were not verified.Source
### Application steps 1. Choose a programme and apply (quota route: portal account and in-country selection; self-funded route: university application via Gosuslugi/portal). 2. Sign the study contract and pay as required; the university arranges the visa invitation (the Foreign Ministry for quota students). 3. Apply for the visa at the Russian embassy/consulate or visa centre with the invitation; start about 45 days before travel (portal); processing 2-3 weeks (portal). 4. On arrival: migration registration through the university within a week, mandatory voluntary health insurance, fingerprinting and medical examination within 90 days for stays over 90 days (KFU), then the RVPO (UrFU). 5. Visa extensions run through the university; apply 30 days before expiry (portal). ### Documents required - Passport - Visa application form - Invitation from the university or Foreign Ministry - Photo 3.5x4.5 cm - Health insurance policy (visa up to 90 days) - HIV-negative certificate (visa over 90 days) - Parental consent for minors - Education document legalised or apostilled with notarised Russian translation, medical certificate (university documents list) **Travel advisories, sanctions and payments** UK FCDO (page updated 18 Sep 2026, still current 25 Oct 2026): advises against all travel to Russia; latest update concerns drone attacks causing short-notice airspace and airport restrictions; travel insurance may be invalidated. US State Department: Level 4 - Do not travel; date issued 29 Dec 2025; cites terrorism, unrest, wrongful detention; U.S. citizens in Russia should leave. Turkish MFA: no current Russia travel announcement found in its public travel-announcement list (list shows other countries and Ukraine 2022 items); Turkish Embassy Moscow site did not load. Ukrainian MFA notice not opened. Text is reported neutrally; applicants should check own government advice. UK FCDO: Visa and Mastercard are not operating in Russia; cards issued outside Russia do not work at shops or ATMs; cards issued inside Russia work only in Russia; access to money through Russian banks and payments to Russian businesses from non-Russian accounts may be limited.
**Fees**
Consular visa fee for the student visa: not verified (mid.ru and embassy sites did not load; Rossotrudnichestvo showed a browser check and was not bypassed). Visa extension state duty: 1,600 RUB or 18 EUR per the portal page (undated; may be outdated). Penalties per the portal: overstay 2,000-5,000 RUB, migration-rule violations up to 7,000 RUB, missing health insurance 2,000-7,000 RUB. RVPO state duty: not verified.Source
**Nationality-specific notes:** turkiye: Previous source (Turkish Embassy Moscow note) says visa exemption was suspended from 1 Jan 2016; the embassy site did not load this pass, so still not re-verified. Ordinary-passport students need a visa.; kazakhstan: Portal lists Kazakhstan among visa-free countries but recommends a student visa because visa-free stays are only 1-3 months while study takes 2-4 years. Official Kazakh MFA statement not found.; ukraine: Portal lists Ukraine as visa-free (same 1-3 month limit caveat). Ukrainian MFA and US/UK advisories not reconfirmed; Ukrainian rules on recognising Russian qualifications and consular support were not verified.; azerbaijan: Not on the portal's visa-free list; official entry rule not verified (Azerbaijan migration/MFA pages not checked for Russia).
