## **Overview**

Morocco's higher-education system combines a large public university sector with a growing number of private and non-profit institutions. Public universities include open-access faculties (letters, sciences, law, economics) and regulated-access schools (engineering, commerce and management, technology). Teaching in public institutions is mainly in French, with Arabic used in some humanities and law programmes; AMCI states that French is the working language of public higher education and runs a French upgrade centre in Rabat for non-francophone scholarship students.

Foreign students reach public universities mostly through two routes. Under cooperation agreements, applications are submitted through diplomatic channels to the Moroccan Agency for International Cooperation (AMCI), which forwards selected files to the Ministry of Higher Education; the ministry issues an electronic enrolment authorisation, and files not forwarded by AMCI are not considered (UM5, UCA, UH2C pages). Other students enrol directly in private or non-profit institutions such as Al Akhawayn University (English-language, American-style), Euromed University of Fes, the International University of Rabat and Mohammed VI Polytechnic University (UM6P), which publish their own admission steps and fees.

AMCI reports that about 14,500 foreign students were studying in Moroccan public institutions in 2019/2020, of whom 12,500 came from 47 African countries, and that more than 12,000 held Kingdom of Morocco scholarships through AMCI that year. Published private-sector fees range from roughly 55,700 MAD per year at Euromed (bachelor, 2026-27) to over 100,000 MAD per year at Al Akhawayn University (derived from per-credit rates). A verified, nationality-specific fee schedule for non-scholarship foreigners at public universities was not found.

Foreigners staying beyond 90 days must hold a registration card (carte d'immatriculation); under Law 02-03 a card marked 'student' is issued to a foreigner who shows enrolment and sufficient means of subsistence. Euromed describes the practical sequence as enrolment certificate, study visa from a Moroccan consulate, then residence card after arrival. Entry-visa rules differ by nationality and were only partly verifiable from official pages (see visa.nationalityNotes).

No student-specific hours cap or work permission was found in the law text or on reachable official pages.Source

Public universities run on a single academic year; pre-registration platforms were open for 2026-27 (UH2C preins.univh2c.ma; one UCA faculty deadline 4 September 2026 per search snippet). Al Akhawayn runs Fall and Spring semesters. UM6P engineering-cycle application deadlines for the 2026 intake were April-June 2026 (search snippet); 2027 dates not found.
Public higher education is mainly in French (AMCI); non-francophone AMCI scholars take a one-year French upgrade at the AMCI International Language Centre in Rabat, which also offers Darija courses. Arabic is used in some programmes. English-medium options exist mainly at Al Akhawayn University (all degree programmes in English with required French/Arabic coursework) and some UM6P programmes.Source

### Accommodation

AMCI scholars: International University City in Rabat for students retained by AMCI; elsewhere housing quota set by AMCI and permits issued by ONOUSC within quota (UH2C). AUI: on-campus rooms 3,570-25,893 MAD per semester by type, downtown 3,600-16,000 MAD per semester (Fall 2026); 3,000 MAD refundable deposit. Euromed has the 'U-village' residence (cost not found).

When planning the total budget, separate one-off and monthly items. [Budget planning guide](https://armaneducation.com/en/guides/budget-planning)

## **Visa and residence permit**

Law 02-03 requires foreigners staying more than 90 days to hold a registration card (carte d'immatriculation); a card marked 'student' is issued to a foreigner who proves study in Morocco and sufficient means (arts. 8-13), and the card may be made conditional on a residence visa of more than three months (art. 15). Euromed describes the sequence: enrolment certificate, Moroccan study visa from a consulate in the country of residence, then residence card after arrival (receipt while waiting; card valid one year per Euromed). Students under AMCI arrive on a convocation letter delivered through diplomatic channels and apply for the visa at the Moroccan embassy.

**Proof of funds**

Law 02-03 art. 13 requires 'sufficient means of subsistence' for the student card; no official monthly amount found.Source

**Health insurance**

Compulsory student health insurance (AMOE) in force since 6 January 2016 covers Moroccan and foreign students in public and private higher education and vocational training, if enrolled in an institution listed by ministerial decree 3129-15, aged 30 or under, and with no other coverage. Contribution is free for public-sector students (state-funded); the institution registers students with CNOPS (up to 30 days). AMCI scholarship packages include medical insurance (2024-25 notice). Private-institution contribution not stated.Source

### Application steps

1. Secure admission: via AMCI/diplomatic channel and ministry enrolment authorisation (public universities, cooperation students) or direct admission at a private/non-profit institution.
2. Obtain an enrolment certificate from the institution (Euromed step).
3. Check entry-visa rules for your nationality on acces-maroc.ma and with the Moroccan consulate; apply for a study visa where required.
4. Arrive and register at the institution; AMCI scholars register at AMCI's Guichet Unique and send AMCI a certified registration certificate (2024-25 notice).
5. Apply for the registration card with mention 'student' (receipt issued while processing; Euromed states one-year validity).

### Documents required

Study-stay requirements not verified.; kazakhstan: diplomatie.ma reports that a visa-exemption agreement for national (ordinary) passports between Morocco and Kazakhstan took effect on 19 March 2025 (search summary; page returned 'Request Rejected' when fetched). Allowed length of stay not verified.; ukraine: Ukraine was not found on the visa-exempt list in search summaries of consulat.ma, but the official list was not readable; status unverified. Check acces-maroc.ma eligibility checker.; azerbaijan: Search summary of diplomatie.ma/acces-maroc eVisa conditions lists Azerbaijan among nationalities subject to visa (eVisa category A, passport valid at least 90 days). Not verified on the official page; eVisa is for short stays, not study.
