[**Free consultation for Libya**](https://armaneducation.com/en/contact?country=libya) ## **Overview** Libya is politically divided and governments consulted advise against travel. The UK advises against all travel except Tripoli, Misrata and the Benghazi/Al-Bayda/Derna area (and against all but essential travel there), Canada says avoid all travel, Germany issues a travel warning, and the US lists Level 4 Do Not Travel (per a search summary). Kidnapping risk is elevated and consular support is only available from Tunis. This dataset reports official information on study and does not recommend study or travel. Libya has public universities such as Tripoli, Benghazi, Sebha and Misrata, tracing back to the University of Libya established in 1955. Official English-language information for foreign applicants is limited: many university sites were unreachable (403, 500 or timeouts) and the ministry site could not be found. The Libyan International University (LIMU, Benghazi) publishes an international-student tuition table in USD for 2025-2026 and says international students living away from family may receive tuition coverage, accommodation and a personal allowance; language of instruction and durations are not stated. Libyan visa rules come from foreign-government pages: an invitation letter approved by the Migration Authority and an in-person application at a Libyan mission. Sanctions on Libya are targeted (UN regime to 1 Aug 2027, US blocking sanctions on listed persons, EU measures) rather than a general embargo, but no official page explains how payments to Libyan universities or banking restrictions apply to foreign students, so this is left unverified.

### Accommodation LIMU states accommodation support for eligible international students; no other official information. When planning the total budget, separate one-off and monthly items. [Budget planning guide](https://armaneducation.com/en/guides/budget-planning) ## **Visa and residence permit** Libya issues four visa types (visit, official, student, work) and ordinary-passport holders need a visa; applications need an invitation letter approved by Libya's Migration Authority (Turkiye MFA page, undated). Germany: visa from the Libyan mission responsible for the place of residence; German missions cannot help; passport valid 6 months. Canada: student visas required, issued only to residents of the country where applied, about 20 working days, submitted in person. Every Western government source consulted advises against all travel to Libya or all but essential travel to a few cities; this record is informational and is not a recommendation to travel or apply.

### Application steps 1. Obtain admission from the Libyan institution. 2. Invitation letter approved by Libya's Migration Authority (Turkiye MFA page). 3. Apply in person at the Libyan mission for the country of residence (Canada, Germany). 4. If the stay exceeds the visa period, apply to the Passport Directorate for an exit visa (Turkiye MFA page). ### Documents required - Invitation letter approved by the Migration Authority - Passport valid at least 6 months beyond intended departure (Germany, Canada) - Student-visa application at a Libyan mission; further documents not published on the pages fetched **Travel advisories, sanctions and payments** UK: against all travel except Tripoli, Misrata and the Benghazi/Al-Bayda/Derna area, and against all but essential travel to those; Canada: avoid all travel; Germany: travel warning; US: Level 4 Do Not Travel (31 Aug 2026, per search summary); Turkiye MFA: stay in central secured locations and inform the nearest Turkish mission (undated). Kidnapping risk is elevated nationwide, especially in the south; embassies of the UK, Germany and US do not offer on-site consular services in Libya (help via Tunis). Targeted, not country-wide, measures; this is a data summary, not legal advice. (1) UN: the 1970 (2011) regime was extended by resolution 2819 (14 Apr 2026) to 1 Aug 2027 (authorisations/measures of resolution 2146), with clarified Libyan Investment Authority (LIA) asset-freeze exemptions and a new request-based arms-embargo exemption for technical assistance/training; Panel of Experts mandate to 15 Aug 2027; on 22 Jul 2026 the Committee listed a vessel over illicit petroleum exports (search-result summaries of UN pages). (2) US: Libya sanctions (E.O. 13566 of 25 Feb 2011, E.O. 13726 of 19 Apr 2016, 31 CFR Part 570) block property of listed persons and include general licenses (e.g. humanitarian GLs for NGOs, agriculture, medicine); OFAC page fetched, which lists recent designation removals and does not describe a comprehensive embargo. (3) EU: UN-implementing and autonomous measures (arms export ban, asset freezes, vessel/port restrictions); 2026 Council drafts align the regime with resolution 2819, adoption not confirmed. (4) Payments: no official page found on international bank transfers to Libyan universities or on Libyan banking restrictions for foreign students; Libyan central-bank arrangements and correspondent-bank policies were not retrieved. Turkiye MFA notes Libyan dinar may not be taken out of the country on departure.
