## **Overview**

Lebanon has a large private higher-education sector alongside one public institution, the Lebanese University. Several private universities teach mainly in English on the American credit-hour model (AUB, LAU, Balamand, BAU, LIU; NDU also follows the American system but does not state its teaching language on the pages read), while Saint Joseph University of Beirut (USJ) is trilingual with a smaller set of programmes in English. Degrees are regulated by the Ministry of Education and Higher Education (MEHE), whose Equivalence Committee secretariat issues the permission and equivalences that most universities require before a student can join the freshman or sophomore class.

Admission is typically competitive and built on school grades plus an entrance test (SAT or a university's own exams) and an English proficiency proof. Published English thresholds vary widely, for example IELTS 5.5 at BAU, 6.0 at Balamand and 6.5 at LAU and USJ. Non-Lebanese applicants need a secondary certificate equivalent to the Lebanese Baccalaureate (or the freshman permission from MEHE) and are generally admitted on the same conditions as Lebanese students. Fees at private universities are quoted mostly in US dollars per credit hour (for example AUB undergraduate 732-1,044 USD per credit for 2026-2027, NDU undergraduate 380-470 USD), several also quote a Lebanese-pound component (Balamand, BAU, Lebanese University), and some require payment in cash.

Foreign students enter on a visa chosen by nationality (the General Security lists include Russia, Ukraine and Azerbaijan on the one-month tourism list and describe a 3-month multiple-entry visa for Turkish tourists) and then apply to General Security for a one-year student residence permit, for which the published legal fee is LBP 15,000,000, together with a university enrolment letter certified by MEHE and a notarised commitment not to work. Official sources found do not describe any post-study stay route.

Security and the economy are the main caveats. As of 26 October 2026 the UK FCDO advises against all travel or all but essential travel to listed areas, Germany keeps a partial travel warning with a strong recommendation against travel to the rest of the country, and Canada advises avoiding all travel; the US level is reported as Level 4 but was not verified from the official page. Lebanon is in a prolonged economic crisis: official travel advice describes a largely cash-based economy, limited card acceptance, and universities such as NDU and Balamand require tuition in cash US dollars. Applicants should treat this dataset as informational and check each source before any decision.

**Public university tuition**

Lebanese University (public) publishes enrolment fees in Lebanese pounds, higher for Arab and foreign students than for Lebanese and Palestinian students, paid in one installment (the page does not state the period). Applied faculties and institutes: bachelor LBP 60,735,000 (Lebanese/Palestinian 13,235,000), master/postgraduate LBP 100,735,000 (Lebanese/Palestinian 18,235,000), PhD LBP 300,735,000 (Lebanese/Palestinian 23,235,000), plus NSSF fee LBP 8,400,000, CEE and admission test fees LBP 500,000 each, foreign-language training fee LBP 50,000. Non-applied faculties (Letters and Human Sciences, Law/Political and Administrative Sciences, Institute of Social Science): bachelor LBP 60,585,000, master LBP 100,585,000, PhD LBP 300,585,000, plus NSSF LBP 8,400,000. Postal stamp LBP 50,000 and a certified passport copy are required documents. No USD conversion is stated by the university and none is derived here.Source

**Monthly living cost**

Indicative only, from one university's incoming-student guide (LAU, undated, marked 'subject to change'): accommodation within Beirut 600-1,000 USD per month, outside Beirut 400-660 USD per month, food about 300 USD per month, leisure about 150 USD per month. University dorm fees published for 2026-2027: AUB on-campus 1,665-2,290 USD per semester (off-campus dormitory 1,880-4,100), NDU shared room 1,300 USD per semester and single 2,000 USD, Balamand 900-1,610 USD (period not stated). Health coverage, NSSF and liability charges are extra (see healthInsurance). No government cost-of-living figure found; official travel advice stresses that US dollars in cash are the main currency.Source

**Visa processing time**

LAU states the residence process takes more than 15 working days and prices may vary with the visa type; GS does not publish a processing time on the pages read.Source

**Work rights**

No official statement of general work rights for international students was found on the General Security pages read. LAU's incoming-student guide lists a notarised 'commitment not to work in Lebanon' among the documents for the student residence permit, and GS residence files for several dependent categories require a no-work attestation. Some universities run campus work-study schemes (NDU announces a Work-Study Grant application for Spring 2027; Balamand lists 'Student Work' under financial support) but eligibility of non-Lebanese students was not verified. Treat part-time work as not permitted unless the university and General Security confirm otherwise.Source

**Intakes and deadlines**

Two main intakes, Fall (September/October) and Spring (January/February), with limited summer sessions; most universities decide in several rounds. BAU: Spring 2026-27 applications from 19 Oct 2026 (exam 27 Jan 2027); Fall 2027-28 first exam round 16 Nov 2026 to 24 Feb 2027 (exam 27 Feb) and second round 4 May to 5 Aug 2027 (exam 10 Aug). Balamand's published 2026-27 dates (early mid-January, regular end of May 2026) have passed and Fall 2027 dates were not found. Lebanese University admits within yearly faculty deadlines, and LIU publishes no dates on the pages read.Source

**Language requirement**

Each university sets its own proof. English-language institutions accept TOEFL, IELTS, SAT reading/writing or their own exam. AUB (undergraduate): applicants with SAT EBRW below 530 may use the AUB English exam (AUB-EN), TOEFL iBT or IELTS Academic; placement into English 102 needs AUB-EN 40 or higher, TOEFL iBT (1-6 scale, from 21 Jan 2026) 4.5 or IELTS 6.5, lower scores place into English 100A/100B; graduate RUSE: TOEFL iBT 97, IELTS 7.0, Duolingo 120, AUB-EN 40, GRE verbal 147. LAU: minimum IELTS 6.5, TOEFL iBT 80 (or 4.5 on the 1-6 scale), Duolingo 115, SAT EBRW 460, ACT Writing 7, LAU EEE 102; lower scores mean Intensive English. USJ English programmes: English Placement Test Level A, or TOEFL iBT 80 (PBT 548) or IELTS 6.5 (Business School: Level C with an upgrade course; Level B for other listed programmes); programmes taught in French need the French aptitude test. Balamand 2026-2027 charges both a USD and an LBP amount per credit (for example Engineering 535 USD plus 3,910,000 LBP; Business 480 USD plus 3,550,000 LBP; Sciences 485 USD plus 3,590,000 LBP); Medicine 31,000 USD per year. BAU 2026-2027 (new students) likewise charges USD plus LBP per credit (for example Engineering 228 USD plus LBP 10,988,250; Business Administration and Computer Science 150-160 USD plus LBP 7.2-7.7 million) and fees rise 5 percent annually. LIU lists USD per credit without a year: Business 179, Engineering and Computer Science 215, Arts and Sciences 169, Pharmacy 299. Amounts are university-published and may change.Source

When planning the total budget, separate one-off and monthly items. [Budget planning guide](https://armaneducation.com/en/guides/budget-planning)

## **Visa and residence permit**

Entry: the General Security (GS) publishes a list of nationalities that get a free one-month visa, extendable to three months, on arrival for tourism (it names Russia, Ukraine and Azerbaijan, and separately a free 3-month multiple-entry visa for Turkish citizens travelling as tourists at airports and border posts); Kazakhstan is not named in the lists retrieved. A student visa is a distinct category in the GS terms and conditions, issued by Lebanese missions abroad or by GS, and requires an admission statement from a university accredited in Lebanon (or a student card) and proof of funds to finance studies (scholarship holders are exempt). Residence: after arrival the student applies to GS for an annual student residence permit through the university, for which LAU states the enrolment letter must be certified by MEHE and by the student's embassy. LAU says a one-year permit must be applied for even for a four- or six-month stay. The GS fee schedule lists 'Annual Student Residence Permit' at LBP 15,000,000, with an optional urgent service of LBP 4,900,000. Some people may need previous GS authorisation; confirm with the nearest Lebanese embassy.

**Visa processing time**

LAU states the residence process takes more than 15 working days and prices may vary with the visa type; GS does not publish a processing time on the pages read.Source

**Proof of funds**

GS student-visa conditions require 'a document that proves he has sufficient funds to finance his studies' (no amount published); scholarship or grant holders are exempt from the admission-statement and funds documents. LAU additionally asks for a document showing the source of living expenses.Source

**Health insurance**

No national health-insurance rule for international students was found. University practice: LAU automatically adds medical insurance, school liability and NSSF charges to statements of fees and lets students waive them with proof of other coverage (for exchange students about 248 USD medical insurance, 52 USD NSSF and 96 USD liability, tentative). AUB's 2026-2027 fee schedule lists health insurance (HIP) at 408 USD for twelve months beginning with October registration (306 USD for one semester and summer) and an NSSF fee of LBP 8,400,000 per academic year. NDU's technology and student services fee (500 USD per semester) includes medical insurance and medical house services. Balamand: Lebanese law requires Lebanese students to join the NSSF medical branch (the PDF does not say this applies to foreigners). Lebanese University charges NSSF LBP 8,400,000 on enrolment. Germany's Auswaertiges Amt adds that many hospitals require cash prepayment, often in foreign currency, even for emergencies.Source

### Application steps

1. Obtain admission (and, for freshman/sophomore entry, the MEHE Equivalence Committee permission or equivalence of the foreign secondary certificate that the university requires).
2. Check the General Security nationality lists and the student-visa conditions, and confirm with the Lebanese embassy whether a prior visa or GS authorisation is needed for your passport.
3. Enter on the visa you are eligible for (for example the free one-month visa on arrival, extendable to three months, where your nationality is listed) or the consular visa; Balamand advises seeking a visitor visa at the Lebanese embassy after presenting the acceptance letter.
4. Obtain an enrolment letter from the university registrar (LAU: after the statement-of-fees period), certified by the Ministry of Education and Higher Education and by your embassy.
5. Prepare the residence file (valid passport, copies of the entry-stamp page, photos, proof of tuition payment, notarised commitment not to work, proof of source of living expenses, housing attestation from the mukhtar) and apply at the General Security office for your address before the entry visa expires.
6. Pay the annual student residence permit fee (GS schedule: LBP 15,000,000; urgent service LBP 4,900,000 extra) and the required official stamps.

### Documents required

- Passport valid at least one year (LAU/GS) with copies of the entry-stamp page
- Admission statement from a university accredited in Lebanon, or student card (GS student-visa conditions)
- Proof of funds to finance studies (GS student-visa conditions; scholarship holders exempt)
- University enrolment letter certified by MEHE (and, per LAU, by the student's embassy)
- Proof of tuition payment, scholarship contract or statement of fees (LAU)
- Notarised commitment not to work in Lebanon (LAU; notary cost 2,000,000 LBP in Beirut, 2,500,000 LBP in Byblos)
- Document showing the source of living expenses and a housing attestation from the mukhtar (LAU)
- Three recent colour photos (LAU: 3.5 x 4.3 cm, white background)
- Official stamps from MEHE or GS (LAU: usually a 100,000 LBP stamp per step; payment receipts from OMT/Wish Money are accepted when stamps are short)

**Travel advisories, sanctions and payments**

As of 2026-10-26: UK FCDO (updated 10 Aug 2026, still current 26 Oct 2026) advises against all travel to listed areas, namely parts of Beirut and its southern suburbs (excluding Route 51 to the airport), the South and Nabatiyeh governorates, eastern and parts of Beqaa, northern Baalbek-Hermel and northern Akkar and the 12 Palestinian camps, and against all but essential travel to the southern part of Mount Lebanon, part of Beqaa, the rest of Baalbek-Hermel and parts of Tripoli; it also warns of kidnapping and terrorism risk and says travel against advice may invalidate insurance. Germany's Auswaertiges Amt (page dated 26 Oct 2026) maintains a partial travel warning (Teilreisewarnung) for southern Lebanon south of Jiyeh, the Bekaa Valley, Baalbek-Hermel, the Syrian border area, all Palestinian camps and the southern suburbs of Beirut, and strongly advises against travel to other parts of the country; Tripoli has a particularly high risk of violence and crime; unexploded ordnance is present. Canada: 'Avoid all travel' (updated 23 Jul 2026). US State Department: reported as Level 4 'Do Not Travel', dated 21 Aug 2026, with non-emergency US staff ordered to leave on 23 Feb 2026, but taken from a search-result summary because the page returned HTTP 403 and was not read. Turkiye MFA: its announcements list carries 'Lebanon Security and Travel Announcement' entries dated 17 Apr 2024 and 4 Aug 2024; the text was not read and a current Turkish position was not verified. Applicants must check each official page before travelling.

Official travel advice (not a sanctions legal text) describes the payments environment: UK FCDO says Lebanon is in a prolonged economic crisis, card payment can be difficult, US dollars are the main cash currency, and access to dollars can be difficult or expensive, so travellers should hold enough cash for the whole stay. Germany's Auswaertiges Amt says the Lebanese pound is official but several parallel exchange markets exist, USD is widely accepted, ATMs and foreign cards usually give much worse rates, many shops accept cash only, banks have seen violent protests over frozen deposits, many hospitals demand cash prepayment often in foreign currency, and cash transfers above about 10,000 USD must be declared to the central bank. Canada says the economy is mainly cash-based, foreign currency can be exchanged at licensed exchange bureaus but not at banks, and some banks limit daily ATM withdrawals. University practice matches this: NDU states credit fees must be paid in full in cash USD and Balamand takes payment in cash at the cashier. No official comprehensive-sanctions regime on Lebanon was found; the UK FCDO notes that Hizballah is a proscribed group and that funding or supporting proscribed organisations can be prosecuted in the UK.

**Fees**

Annual Student Residence Permit LBP 15,000,000 (GS Residence Permit Application Fees page); urgent paid service LBP 4,900,000 per residence permit in addition; a three-year permit, where granted, costs three times the annual fee. LAU's guide repeats LBP 15,000,000 plus 4,900,000 expedited and states a further 2,500,000 LBP for additional fees. Entry visa fees: the tourism visa for the listed nationalities is free; fees for the student/consular visa were not published on the pages read. Date of the GS fee circular not stated on the page.Source

**Nationality-specific notes:** turkish: General Security lists Turkish citizens travelling as tourists as receiving a multiple-entry cost-free visa of 3 months at the airport and border posts; the entry sits under a heading about categories that need a previous authorisation, so the wording is ambiguous for students. Student visa conditions (admission statement, proof of funds) apply as for any nationality; confirm with the Lebanese embassy.; russian: Russia is named in the GS list of countries whose citizens get a free one-month tourism visa extendable to three months, and also in a separate provision for female citizens aged 17-45 from listed countries (round-trip air ticket and hotel reservation or residence address, unless previous GS authorisation was obtained). The page does not describe student cases; confirm with the embassy.; kazakh: null; ukrainian: Ukraine appears in the same two GS lists as Russia (free one-month tourism visa extendable to three months; and the separate provision for women aged 17-45).; azerbaijani: Azerbaijan appears in the same two GS lists as Russia and Ukraine.; kazakhNullReason: Kazakhstan is not named in the GS lists retrieved (list of countries with the right to a Lebanese visa, labour-supplying list); status not verified, ask the Lebanese embassy.

## **Work rights and after graduation**

No official statement of general work rights for international students was found on the General Security pages read. LAU's incoming-student guide lists a notarised 'commitment not to work in Lebanon' among the documents for the student residence permit, and GS residence files for several dependent categories require a no-work attestation. Some universities run campus work-study schemes (NDU announces a Work-Study Grant application for Spring 2027; Balamand lists 'Student Work' under financial support) but eligibility of non-Lebanese students was not verified. Treat part-time work as not permitted unless the university and General Security confirm otherwise.

**After graduation:** text: null; nullReason: No official source on a post-study stay or graduate job-search permit was found on the General Security pages; residence types listed there (annual, permanent, courtesy) do not describe one.
