# **Italy: Visa**

Student visa and residence permit steps, timing and proof of funds for Italy.

## **Visa and residence permit**

National type D study visa ('Studio - Immatricolazione Universita'). Steps: (1) pick a course and check the university's own admission rules; (2) complete a pre-enrolment application on Universitaly (the only official free portal per the MUR circular), which the university must validate; (3) book an appointment via the consulate (Prenot@mi where used, or a visa-centre provider such as VFS in Kazakhstan) and submit the national visa application with the validated pre-enrolment summary, passport, photo, qualification documents, proof of means, accommodation, insurance, language certificate and fee; fingerprints are mandatory for national visas since 11 January 2025; (4) after arrival, apply for the permesso di soggiorno for study within 8 working days at a post office (Sportello Amico) kit; the Questura later takes fingerprints. Pre-enrolment is not required for some categories (ITS courses, certain private/Pontifical institutions, EUI) per the Jerusalem consulate notice cited in the first pass. Visa applications for degree courses (laurea, laurea magistrale, single-cycle, AFAM) must be lodged no later than 30 November 2026 for 2026/27 and 31 October 2027 for 2027/28; universities may set earlier course-specific dates. Master (university), PhD, Erasmus, single-course and foundation applications have no fixed cut-off but cannot follow the start of classes. Visa validity is set by consulates (Tirana: 365 days, or up to 31 Jan 2027 where admission/language tests remain). Possession of a validated pre-enrolment does not guarantee a visa or an appointment.

**Proof of funds**

10,179.85 EUR per year (MUR/MAECI circular for 2026/27 and 2027/28, citing the Interior Ministry directive of 1 March 2000 and D.I. 850/2011; confirmed by the Casablanca, Tirana and Astana notices). Funds must be lawful and traceable, preferably the student's own or from family up to the 4th degree; merely applying for a regional right-to-study scholarship does not count; consulates assess account movements and family income. Note: some university pages (e.g. Bologna) still quote older figures such as 7,000.97 EUR for 2025, and some consulate pages are outdated.

**Health insurance**

Adequate insurance for medical care and hospital stays is required (art. 39 c.3 TU 286/1998 and the Interior Ministry directive of 1.3.2000), to be shown at the latest when requesting the permesso di soggiorno; accepted forms: a consular declaration of entitlement under a bilateral agreement, a foreign policy valid in Italy with no limits or exceptions for urgent hospital care, or an Italian policy with an insurer's declaration. Voluntary enrolment in the Servizio Sanitario Nazionale is possible for a flat annual contribution (Study in Italy cites approximately 700 EUR); MAECI scholarship holders are covered by a collective policy during the scholarship only.

### Application steps

1. Choose programme and meet the university's academic and language requirements
2. Pre-enrol on Universitaly; university validates (or rejects) the pre-enrolment
3. Book consular appointment (Prenot@mi or the consulate's visa centre)
4. Submit type D study-visa file with fee, biometrics and documents
5. Consulate confirms visa issuance or refusal on Universitaly
6. Within 8 working days of arrival: submit permesso di soggiorno kit at post office and attend Questura for fingerprints
7. Renew the permit at least 60 days before expiry, proving enrolment and exam credits

### Documents required

- Completed national visa application form and recent ICAO photo
- Passport valid at least 3 months beyond the visa/stay (Astana: also issued within last 10 years and 2 blank pages)
- Universitaly pre-enrolment summary validated by the university (Casablanca: 'validated without reservation', or with reservation only for pending language/admission tests)
- Secondary or first-cycle qualification with CIMEA statements of comparability and verification, or a Declaration of Value (where the university requires it), with translations and apostille as the consulate asks
- Academic transcripts/ exam record and syllabi for master's applicants
- Proof of financial means: 10,179.85 EUR per year, from lawful traceable sources, not cash; Casablanca requires an irrevocable bank restriction plus repatriation funds (a return ticket can prove these)
- Accommodation proof (Casablanca: hotel booking of at least 30 days, rental contract, hospitality declaration or university residence assignment; Tirana: at least one month's booking)
- Health insurance with coverage of urgent medical expenses without limits or exceptions (insurance may alternatively be arranged on arrival where the consulate allows, e.g. Tirana)
- Language certificate (B2 Italian for Italian-taught degrees, or English certificate for English-taught courses) uploaded by the university in the pre-enrolment or issued by an accepted body
- Flight reservation (Astana; ticket purchase not required before issuance)
- Consular fee: 50 EUR for study visas (Casablanca, Tirana 'about 50 EUR', Astana 50 EUR payable in tenge)

**Fees**

50 EUR consular fee for national study visas (Casablanca and Astana notices; Tirana 'circa 50 EUR'); Astana lists 116 EUR for ordinary national visas and 50 EUR for study. Verify the amount and currency at your consulate; third-party sites quote different figures.
