## **Overview**

Italy combines a large public university system with a small number of private institutions. Degrees follow the laurea (bachelor), laurea magistrale (master) and single-cycle structure, and English-taught programmes are concentrated at master level. Access is governed nationally by Ministry of University and Research (MUR) rules, while each university sets its own admission criteria, language thresholds and deadlines.

Applicants who need a visa first pre-enrol on the Universitaly portal; the university validates the pre-enrolment, and the applicant then books a consular appointment for a national type D study visa. The MUR circular for 2026/27 and 2027/28 sets the financial-means reference at 10,179.85 EUR per year, requires accommodation and health-insurance evidence, and sets visa-application cut-offs of 30 November 2026 (for 2026/27) and 31 October 2027 (for 2027/28) for degree courses.

Public tuition is income-based and varies widely. In the 2026/27 pages checked, non-EU students with family income abroad pay roughly 300 EUR (Sapienza, lowest country band) to 3,943.04 EUR (Politecnico di Milano, master's with a foreign first-level degree) per year, while a private university (Bocconi) quotes about 18,500 EUR. Regional right-to-study agencies (for example ER.GO, DiSCo Lazio, EDISU Piemonte) offer scholarships and housing on application, and the Italian government offers MAECI and Invest Your Talent in Italy scholarships through separate calls.

This dataset reflects official pages read on 23 October 2026. Several 2027/28 calls were not yet published, some university sites blocked automated access, and some values are explicitly null. Admission, scholarship and visa outcomes are individual decisions made by the universities, agencies and consulates.

**Public university tuition**

Public-university tuition in Italy is an annual all-inclusive contribution set by each university, normally linked to the family ISEE (no-tax or low-fee floors exist: Bologna minimum 157.04 EUR, Pisa 16 EUR stamp + 140 EUR first instalment up to ISEE 26,000, Padua no-tax area up to ISEE 30,000). Non-EU students whose family income and assets are abroad usually cannot submit an ISEE and instead pay a fixed or country-banded amount or the maximum: Sapienza 300 / 700 / 1,500 EUR by country band (Azerbaijan, Ukraine = 300; Kazakhstan, Russia, Turkey = 700); Padua 2,790 EUR (humanities group) or 2,990 EUR (scientific group); Politecnico di Torino 600-3,600 EUR by country (2026/27: Azerbaijan 770, Kazakhstan 1,397, Russia 1,656, Turkey 1,709, Ukraine 761); Politecnico di Milano maximum 3,943.04 EUR for non-EU master's students with a foreign first-level degree and no scholarship (first instalment 880.04 EUR); Bologna maximum 2,550 EUR for second-cycle programmes (ordinary), with a reduced flat fee of 1,200 EUR + 157.04 EUR for freshman citizens of non-EU, non-OECD countries (includes Kazakhstan, Azerbaijan, Russia, Ukraine; Turkey is an OECD member and is not on the list); Pisa maximum 2,900 EUR for regular students. Regional tax (about 140 EUR) and 16 EUR stamp duty are charged on top at most universities. Amounts verified on university pages dated 2026/27 unless stated.

**Work rights**

A student permit (permesso di soggiorno per motivi di studio) allows subordinate employment for up to 20 hours per week, which may be averaged over 52 weeks, subject to an annual limit of 1,040 hours (art. 14, paragraph 4, DPR 394/1999). Longer work requires converting the permit to a work permit under art. 14 paragraph 6 (before expiry, within entry quotas, with a work contract via the Sportello Unico; for training or internships only after completing the course). Self-employment rules were not checked. After graduating in Italy, a student with a doctorate, university master's, bachelor's, master's or equivalent academic diploma can request a 9-12 month permit to look for work or start a business (art. 39-bis.1 TU 286/1998), subject to the income and insurance requirements cited there.

**Intakes and deadlines**

Academic year starts late September/early October; Politecnico di Milano also admits engineering students in a second semester (February); Padua and others do not allow direct entry in the second semester. For non-EU students needing a visa, universities run separate earlier calls: Sapienza pre-selection (22 Dec 2025 - 15 May 2026 for 2026/27), Politecnico di Torino calls (to 13 Feb and 20 Apr 2026), Bologna programme intakes (2026/27 Artificial Intelligence call: non-EU intake 1 closed 14 Jan 2026 and intake 4 closed 28 May 2026; Economics non-EU intakes closed 26 Feb and 23 Apr 2026), Pisa Universitaly pre-enrolment (30 Sept 2026 deadline; visas accepted if issued by 30 Nov 2026; 4,500 non-EU places), Padua first call for 2027/28 open 15 Sept - 15 Nov 2026, Politecnico di Milano MSc calls for September 2027 opened 1 Oct 2026 (Engineering: to 1 Dec 2026 and 12 Jan - 25 Feb 2027 depending on programme; Architecture/Design: to 28 Jan 2027, early-bird 1 Dec 2026). National visa cut-offs: 30 Nov 2026 (2026/27) and 31 Oct 2027 (2027/28).

**Language requirement**

Italian-taught degrees: non-EU applicants needing a visa must show at least B2 Italian, assessed by a university-run test before the visa request (uploaded to the Universitaly pre-enrolment) or certified by CLIQ bodies (Perugia, Siena, Roma Tre, Societa Dante Alighieri) or Italian Cultural Institutes; foundation courses require B1. English-taught degrees need no Italian test but require a certificate of the language of instruction, normally CEFR B2. Observed English thresholds (2026/27): Politecnico di Milano IELTS Academic/General >= 6.0 (also TOEFL iBT, PTE 59+, Cambridge B2 First/C1, LanguageCert B2; applies even to Italian-taught programmes; exemption for English-medium bachelor's with university document); University of Bologna AI/Civil Engineering/Economics IELTS min 5.5, TOEFL iBT 80+, English certificates from foreign universities not accepted; Sapienza MSc programmes IELTS 5.5 or TOEFL iBT 80 or Cambridge B2 First; Padua B2 = IELTS 6.0, TOEFL iBT 4.5 (new scale from 21 Jan 2026; 86 old scale), PTE 65, Cambridge B2 First 173, Duolingo 115; Politecnico di Torino English-taught programmes B2 or higher.

**Private university tuition**

Private universities set their own fees. Bocconi University (Milan) states that first-year tuition and fees are about 18,500 EUR per year for 2026/27 (Master of Science page) and 19,300 EUR per year for students enrolling in 2027/28; the amount can be modulated by family economic condition and merit aid. Other private universities were not checked.

### Accommodation

University and regional-agency residences are assigned by competition on income and merit (ER.GO, DiSCo Lazio, EDISU Piemonte, ESU Padova); students not ranked use private rentals or university housing services. A visa applicant must show accommodation (booking for at least 30 days/one month, rental contract, hospitality declaration, or an assigned university residence place; merely applying to a residence does not count). A MAECI scholarship is compatible with university accommodation if no money is received from public right-to-study bodies. Example rents: ER.GO Bologna 239-322 EUR/month utilities included (from 16 Sept 2026).

When planning the total budget, separate one-off and monthly items. [Budget planning guide](https://armaneducation.com/en/guides/budget-planning)

## **Visa and residence permit**

National type D study visa ('Studio - Immatricolazione Universita'). Steps: (1) pick a course and check the university's own admission rules; (2) complete a pre-enrolment application on Universitaly (the only official free portal per the MUR circular), which the university must validate; (3) book an appointment via the consulate (Prenot@mi where used, or a visa-centre provider such as VFS in Kazakhstan) and submit the national visa application with the validated pre-enrolment summary, passport, photo, qualification documents, proof of means, accommodation, insurance, language certificate and fee; fingerprints are mandatory for national visas since 11 January 2025; (4) after arrival, apply for the permesso di soggiorno for study within 8 working days at a post office (Sportello Amico) kit; the Questura later takes fingerprints. Pre-enrolment is not required for some categories (ITS courses, certain private/Pontifical institutions, EUI) per the Jerusalem consulate notice cited in the first pass. Visa applications for degree courses (laurea, laurea magistrale, single-cycle, AFAM) must be lodged no later than 30 November 2026 for 2026/27 and 31 October 2027 for 2027/28; universities may set earlier course-specific dates. Master (university), PhD, Erasmus, single-course and foundation applications have no fixed cut-off but cannot follow the start of classes. Visa validity is set by consulates (Tirana: 365 days, or up to 31 Jan 2027 where admission/language tests remain). Possession of a validated pre-enrolment does not guarantee a visa or an appointment.

**Proof of funds**

10,179.85 EUR per year (MUR/MAECI circular for 2026/27 and 2027/28, citing the Interior Ministry directive of 1 March 2000 and D.I. 850/2011; confirmed by the Casablanca, Tirana and Astana notices). Funds must be lawful and traceable, preferably the student's own or from family up to the 4th degree; merely applying for a regional right-to-study scholarship does not count; consulates assess account movements and family income. Note: some university pages (e.g. Bologna) still quote older figures such as 7,000.97 EUR for 2025, and some consulate pages are outdated.

**Health insurance**

Adequate insurance for medical care and hospital stays is required (art. 39 c.3 TU 286/1998 and the Interior Ministry directive of 1.3.2000), to be shown at the latest when requesting the permesso di soggiorno; accepted forms: a consular declaration of entitlement under a bilateral agreement, a foreign policy valid in Italy with no limits or exceptions for urgent hospital care, or an Italian policy with an insurer's declaration. Voluntary enrolment in the Servizio Sanitario Nazionale is possible for a flat annual contribution (Study in Italy cites approximately 700 EUR); MAECI scholarship holders are covered by a collective policy during the scholarship only.

## **Work rights and after graduation**

**After graduation:** Art. 39-bis.1 of D.Lgs. 286/1998 allows a foreigner who obtained a doctorate, university master, bachelor's, master's or an academic diploma in Italy to request, at the expiry of the study permit, a permit of not less than nine and not more than twelve months to look for work or start a business consistent with the completed course, with conversion to a work permit possible if requirements are met. The applicant must show the income requirements of art. 29(3)(b), the health-cover obligation of art. 34(3), and proof of the title (which may be supplied within 60 days).

The MUR circular says visa-seeking candidates must submit a pre-enrolment application exclusively through Universitaly, which the chosen institution must validate before the consulate accepts the type D study visa file. Some categories are exempt (for example ITS courses and certain private or Pontifical institutions, according to the consulate notice cited in the earlier pass)."}},{"@type":"Question","name":"How much money must I show for the Italian student visa?","acceptedAnswer":{"@type":"Answer","text":"The MUR/MAECI circular for 2026/27 and 2027/28 quantifies the means of subsistence at 10,179.85 EUR per year, from lawful and traceable sources, preferably the student's own or family up to the 4th degree; cash is not accepted and a mere scholarship application does not count. Consulates (Casablanca, Tirana, Astana) repeat this amount, though some university pages still show older figures."}},{"@type":"Question","name":"What is the deadline to apply for the study visa?","acceptedAnswer":{"@type":"Answer","text":"For laurea, laurea magistrale, AFAM and single-cycle courses, visa applications must reach the consulate by 30 November 2026 for 2026/27 and 31 October 2027 for 2027/28; universities may set earlier course-specific dates. Master (university), PhD, Erasmus, single-course and foundation applications have no fixed date but cannot follow the start of classes."}},{"@type":"Question","name":"Can international students work while studying in Italy?","acceptedAnswer":{"@type":"Answer","text":"A student permit allows employment for up to 20 hours a week, averaged across 52 weeks, with an annual cap of 1,040 hours (art. 14(4) DPR 394/1999). More hours require converting the permit to a work permit under the rules of the same article."}},{"@type":"Question","name":"Can I stay in Italy after graduating?","acceptedAnswer":{"@type":"Answer","text":"Graduates of an Italian doctorate, university master, bachelor's or master's can request a permit of 9 to 12 months to seek work or start a business related to their studies (art. 39-bis.1 TU), subject to income and health-insurance requirements, with conversion to a work permit possible."}},{"@type":"Question","name":"Do I need a Declaration of Value or CIMEA certificate?","acceptedAnswer":{"@type":"Answer","text":"Universities alone decide on admission; the Declaration of Value is informative and not compulsory, and CIMEA issues Statements of Comparability and Verification. Universities such as Politecnico di Milano may require either document at enrolment, and Turkish applicants should note the Ankara embassy's YKS-based requirements for secondary-diploma Declarations of Value."}},{"@type":"Question","name":"How much are tuition fees for non-EU students?","acceptedAnswer":{"@type":"Answer","text":"They depend on the university and country: for example Sapienza 300 EUR (Azerbaijan, Ukraine), 700 EUR (Kazakhstan, Russia, Turkey); Politecnico di Torino 761-1,709 EUR for those five countries in 2026/27; Padua 2,790-2,990 EUR; Politecnico di Milano up to 3,943.04 EUR for non-EU master's students with a foreign first-level degree; Bocconi (private) about 18,500 EUR. Regional tax and stamp duty are added."}},{"@type":"Question","name":"What scholarships can international students apply for?","acceptedAnswer":{"@type":"Answer","text":"National options are MAECI Italian Government scholarships (10,800 EUR for 9 months; 2026/27 call closed 26 March 2026) and Invest Your Talent in Italy (10,800 EUR; Turkey, Kazakhstan and Azerbaijan on the 2026/27 country list, closed 11 May 2026). Regional agencies such as ER.GO and DiSCo Lazio offer income-and-merit scholarships and housing, and universities such as Padua (up to 76 awards of 8,000 EUR) and Politecnico di Torino (TOPoliTO 8,000 EUR) have their own schemes. Next calls were not published at the access date."}}],"potentialAction":[{"@type":"ReadAction","target":["https://armaneducation.com/en/countries/italy"]}]},{"@id":"https://armaneducation.com/#identity","@type":"Organization","name":"Arman Education","url":"https://armaneducation.com"},{"@id":"https://armaneducation.com/en/countries/italy#breadcrumb","@type":"BreadcrumbList","itemListElement":[{"@type":"ListItem","name":"Home","item":"https://armaneducation.com/en","position":1},{"@type":"ListItem","name":"Countries","item":"https://armaneducation.com/en/countries","position":2},{"@type":"ListItem","name":"Italy","position":3}]}]}
